2. Why is the Order sovereign?
The order is sovereign because it owes its existence only to humanity and to itself. Though it can recognize other groups including states and be recognized by them, still it retains its utter independence of purpose and activity.
Its legality is grounded in no state structure but in its inherent relationship to World Government.
Its existence is indicated by the times in which it has been born and lives. Its precedents derive from ancient days when humans, either as individuals or in groups, represented the individual and the general good against the ignorant in power. The SOWG's main aim is educational. Unlike the guru however who teaches the theory of wisdom while living the wise life, the World Guard teaches by example and witness.
She is trained in both basic and applied dialectics, the latter taking
the form of geo-dialectics or the science of resolving the opposite
counterparts in a given situation in human affairs. Hers/his is the role of the
mediator, the witness of absolute Justice, the custodian of fairness. the
embodiment of the highest human values, wisdom-in-action, humanity's
spokesman, the guardian of human rights.
3. What is the World Guard's attitude toward the state?
The personality of the state must be respected while at the same time prevented from asserting itself on another state or indigenous group. Humans live by myths which take the form of faiths. To deprive a person of one's faith in one's father or mother land would be to undermine one's faith in oneself.
For statespersons however to arrogate to themselves an absolute sovereignty to be exercised in all their dealings with fellow states is to invite the absurdity of two or more absolutes operating in the same given area.
In the context of the entire world community, there is but one sovereignty and that belongs to all humankind which in terms of the princples of unity and universality upon which all faith and myths are built is, for our time, absolute.
Logic compels us to consider ourselves quantatively as but one tiny fragment of the entire sentient universe which in the final sense is absolute in sovereignty. The SOWG seeks to represent this human sovereignty in view of the inability of individual states to give it either effective voice or practical manifestation.
Sufficient global organization exists today to frame the entity called
humanity, to reveal its "skeleton" as it were, and technicians abound with
amazingly detailed plans for humanity's amelioration in all spheres given
the formula for unity lacking in state constitutions.
4. The necessity of the SOWG
This arises because of the change from the present period of clashing,
closed values (national, linguistic, religious, philosophical, ideological,
etc.) to the open, universal values symbolized by World Government. It is
necessary to have a cadre of men and women who will represent World Law.
5. The Qualifications
This must be their total dedication to the welfare of humanity without
distinction, humankind as a whole, the whole of the human species, as well
as dedication to nature, the living environment in which humanity is placed.
6. Their function
Following on this qualification, they will neutralize conflicts that
arise due to all closed and aggresive tendencies in all affairs of society.
From pollution of the environment to propaganda of all kinds, and to armed
aggression with armaments and all the various kinds of personal greed too
well known to need mentioning, in brief, to all tendencies coming from
tradition and custom hitherto, which violate the unity and solidarity of
life, both human and natural, and by non-violent means to protect the
principles of the whole of life, through kindliness, cooperation and
trustfulness, which are the bases of world unity.
7. A temporary expedient
Sovereign World Guards will in no circumstance be a permanent feature
of human society. Their necessity will be renewed every five years, when
they will be cancelled or their functioning revised in the light of
experience, depending on the awakening or the cleansing of the human mind
from all the errors of separative life, or freed from all non-unitive
conditionings, and so open enough and crystallizing in character enough
to dispense with them.
